Overview

Christchurch Men’s Prison (CMP) is a critically important prison and is the Department of Corrections’ ('Department' or 'Corrections') primary high security site for the South Island. The redevelopment of CMP is one of the first initiatives in Corrections Long-Term Network Configuration Plan to deliver a safer and improved prison network.

Cabinet approved the Detailed Business Case for the redevelopment of CMP under a Public-Private Partnership model (PPP), and The Minister of Corrections, Hon Mark Mitchell, has subsequently announced a pre-Budget 2025 commitment of funding for Phase 1 of the Programme.

The CMP redevelopment comprises four phases (the Programme). This Expression of Interest (EOI) Invitation covers Phases 1 and 2 (the Project).

Corrections is commencing a procurement process for both Phase 1 and Phase 2. A total of 240 prisoner places are required to be in service by no later than December 2029, with a further 240 prisoner places to be in service no later than August 2032.

The Project will be delivered as an availability public private partnership (PPP) under a Project Agreement which will include:
• the design, construction and commissioning of the Project facilities;
• obtaining private sector finance for the Project;
• asset management and facilities maintenance services; and
• the hand back of the Project facilities to the Department at the end of the operating term.

The Department invites suitably experienced and qualified consortia with the necessary capability to participate in the EOI process for the Project.

This EOI is the first stage of an open and competitive multi-stage procurement process.
