Overview

This RFP relates to the purchase of an online reference checking system for the Department’s recruitment teams. The key objective of this procurement is to identify and contract with the online reference checking system supplier that represents the best public value over an anticipated 8-year period.

The Key Outcomes (Key Outcomes) that we want to achieve are:
• Bring efficiencies to the recruitment process by reducing the administrative burden on the Department’s recruitment teams.
• Optimise the overall costs to the Department of completing candidate reference checks.
• Bring greater consistency and quality assurance to the reference checking process.
• Enable monitoring and development of the reference checking process through insightful and reliable reporting and analytics.

Through this procurement, we intend to achieve Broader Outcomes by increasing access for New Zealand businesses to this procurement opportunity (Rule 17 of the New Zealand Government Procurement Rules). When evaluating which proposals represent ‘best public value’, the Department will therefore consider the opportunities created for New Zealand businesses, as well as quality and price.

The Department is expecting that following the calculation of total weighted scores across non-price and price criteria, the evaluation panel will shortlist the 2-3 highest scoring Respondents for product demonstrations / testing. Shortlisted Respondents will be invited to demonstrate their product to the evaluation panel and subject matter experts and provide an opportunity for evaluation panel members to test the product.
