Overview

The New Zealand Department of Corrections (Corrections) is setting out to solve a number of business problems through an “Early market sounding and engagement” process under the umbrella of a Prisoner Communications Project.

The Department of Corrections was founded on principles of reducing re-offending and public safety, and while we have grown in size and seen a number of changes over the intervening years, these principles remain at the core of what we do. This initiative aims to assist in reducing reoffending by providing better external links for prisoners to connect with their support networks and digitally provide rehabilitation services.

The business problem we are addressing includes: an aging prisoner payphone system, manual monitoring and management of communications including email correspondence, outdated analogue solutions and inefficient manual task handling.

Given the scale and complexity of the Prisoner Communications Project and the specialised nature of some of our systems’ requirements, we need help to successfully deliver the Prisoner Communications solution. We want to test our hypotheses, and learn as early as possible in the process where any gaps in our thinking might be, to ensure the best possible outcome is delivered for New Zealanders through this Project.

Prior to a formal procurement process, this Early Market Sounding is intended to gain insight and test or validate Corrections proposed individual scope areas and the approach to implementing the project. This is an opportunity for Corrections to share our vision and hear from others to help shape how we might deliver on this vision.

The purpose of this notice is to advise you of this opportunity and enable you to enrol in a market update which will provide more detail on the desired business outcomes. We will then engage with interested suppliers to provide information that will assist the Department in developing an initial business case.
