The purpose of this Notice is to provide advance notification to the market of the Department of Corrections’ (Department) intention to release a Request For Proposal (RFP) for the supply of Wholesale Food and Canteen Supplies. The Department expects to release the RFP to the market in the week in the next month. The RFP will be released for 5 weeks from the date of issue.

The Department currently spends approximately $23.5m procuring food for a number of requirements. These being:
• purchasing wholesale foods for use in the national prison menu within prisons;
• maintaining a list of approved Canteen products for offenders to buy (typically confectionary items);
• community service sites that purchase food for offenders completing community notices; and
• purchases made within prison cafes.

The Department is seeking to appoint two national suppliers, one for both its wholesale food supplies and one for its canteen product supplies. It is intended that the Department’s requirements for its Community sites and Prison Café’s will be sourced from its Wholesale provider. Respondents may respond to one or both of these areas.

The Department is seeking a supplier(s) who:
• are able to provide either wholesale products/produce/goods (for use in the prison menu) OR an agreed range of Canteen products (chips, biscuits and other mainly confectionary items)
• are able to offer national pricing (for canteen supplies);
• ensure access to national product catalogues across different prisons and regions;
• provide an integrated on-line ordering system that provides real time product availability information;
• deliver produce/goods on a daily, bi-weekly, every 3 days, or weekly basis (or as required by the Department);
• has account management at both a national and regional level;
• can provide the Department national reporting information relating to contract volumes, national and regional spend, out of stock items, DIFTOT etc.

The Department is welcoming of receiving consortium bids that are able to meet and deliver to the Department’s requirements.
