Whangarei District Council (the Council) are looking to procure tenancy management services for the Pensioner Housing portfolio.

The process will be a two staged open market process:
 Registration of Interest (ROI)
 Request for Proposal (RFP)

This ROI is the first formal step in the process and is intended to be of minimal effort for respondents and allow WDC to create a short list of suppliers to invite to enter the RFP process.

The background to this project includes the following;
 the Pensioner Housing activity contributes to Council’s vision and community outcomes for a vibrant, attractive and thriving district.
 the Pensioner Housing Policy covers the eligibility criteria and general management principles for the activity.
 Council currently owns 164 Pensioner units in 16 locations
 To be eligible applicants must be over 65 and on low incomes with limited assets
 Tenants must be able to live independently (may have some help from caregivers). No units are specifically modified for tenants with significant disabilities.
 Tenancies are managed according to the Residential Tenancies Act 1986.

The objective of this procurement is to engage a contractor to provide day to day management of Councils Pensioner Housing Portfolio according to Council’s Pensioner Housing Policy and the Residential Tenancies Act 1986.

The contractor will provide practical tenancy management combined with empathy and compassion for the elderly and the ability to build strong connections with other support services to ensure tenants are receiving assistance when needed.
