Overview

Whangarei District Council (WDC) is looking at options for developing a new Civic Centre for the Whangarei District that will meet the needs of residents and ratepayers, democratic processes and administration functions as the District continues to grow and develop.

They are looking for a lead contract team that will cover all the required components:
 Project lead
 Construction
 Engineering
 Architecture
 Planning
 QS
 Landscaping
 Other

WDC will them work collaboratively with the team to conduct the following phases of the project:
 site selection
 concept design
 detailed design
 consenting
 contract
 construction
 landscaping
 handover

This ROI is the first formal step in the process and is intended to be of minimal effort for respondents and allow WDC to create a short list of suppliers to invite to enter the RFP process.

Currently WDC operates from two main sites; Forum North (owned by WDC) and Walton Plaza (leased) but wishes to consolidate these into one location.

WDC has recently adopted a City Centre Plan that sets out a range of potential initiatives and associated outcomes that will help to form a vibrant, attractive and experience driven centre for our District. The completed Civic Centre should help to achieve some of those outcomes.

The 2018-28 Long Term Plan (LTP) has allocated $37 million for the overall Civic Centre development. Project funding is capped at this amount and a key element of the concept and design process will be that the overall project cost (including fit-out, landscaping etc.) must be within this budget.

WDC also has $10.5 million allocated as partial funding for a New Theatre / Expo / Conference Centre development. While this is a separate project that has not had specifications developed yet, this might be something that the parties consider.

Site selection will be done collaboratively between WDC and the construction team. Potential sites are restricted to:

 land that is within the City Core (as defined by the Whangarei City Centre Plan 2017), or
 Forum North and/or the adjacent RSA site.

A separate procurement process is being run to find a suitable Principal’s Representative to manage WDC’s input and provide independent advice into the process.
