Overview

Whangarei District Council (WDC) is reviewing its valuation services provider. The Integral Group Limited (TIGL) are assisting WDC with this review. The review comprises two key service areas, these are:
 District Valuation Roll (DVR) - rating database and valuation tools
 Valuation Services Provider (VSP)

These two services will be offered to the market separately, but run concurrently. WDC recognise that there may be synergies in the same supplier delivering services, but it is not an absolute requirement.

The process to select the DVR and the VSP will be a two staged open market process:
 Stage one: Registration of Interest (ROI)
 Stage two: Request for Proposal (RFP)

This ROI is the first formal step in the process and is not intended to be unduly onerous for respondents. It will be used by WDC to create a short list of suppliers to invite to engage in the RFP process. Suppliers can respond to either or both service areas. The assessment criteria for both services are broadly aligned.

The general approach is that WDC will select preferred suppliers to work with based on the high level requirements set out in the DVR requirements. They will then work collaboratively to define and agree detailed system requirements. These discussions would include the selected VSP to ensure synergy between the three parties.

The shortlisted suppliers will be invited to attend pre-RFP meetings to be held on 24 January 2017 to discuss the draft RFP documents prior to them being released. These meetings will be about 45 minutes. We will circulate the RFP documents prior.

The implementation of the DVR system needs to be completed by 1 July 2017.
