Western Bay of Plenty District Council is seeking a suitably qualified consultant or consultant team to prepare an Indicative Business Case for future community facility provision in Te Puke.

This procurement relates to the delivery of an integrated, evidence-based Indicative Business Case that reassesses library/community hub and aquatic facility needs, tests credible investment options, and recommends a preferred way forward for Council decision-making.
The Indicative Business Case is expected to follow Council’s business case template and be broadly aligned with the New Zealand Treasury Better Business Case approach for an Indicative Business Case, with an emphasis on confirming the case for change, developing investment objectives, assessing credible options, and identifying a preferred way forward.
