Overview

Western Bay of Plenty District Council (Western Bay) is seeking a contractor to deliver wastewater infrastructure upgrades in Te Puke. The contract covers two separable portions:

1. Separable Portion 1: Realignment and capacity upgrade of wastewater mains between Hayward Court and Atuaroa Avenue.
2. Separable Portion 2: Jellicoe Street pipe bridge renewal, including replacement of a deteriorated wastewater pipe and associated works.

The scope includes wastewater pipeline installation, asbestos pipe removal, pipe bridge construction, and reinstatement works. These projects involve medium to high risk due to asbestos handling, soft ground conditions, flood-prone areas, and limited access.

Western Bay is seeking a supplier who not only meets the technical requirements but also adds value through experience, methodology, and risk management. In particular, we are looking for a contractor
who can demonstrate:

- Proven experience delivering wastewater infrastructure projects in constrained and sensitive environments
- Capability to carry out trenchless installations, particularly in soft ground and near existing services
- A clear and realistic construction methodology that minimises disruption, protects public safety, and manages environmental risks
- Experience with safe removal of asbestos cement pipe and construction in flood-prone areas
- Strong stakeholder engagement skills, including working respectfully with private landowners
- A commitment to quality assurance, health and safety, and compliance with WBOPDC standards and WorkSafe NZ requirements
- Trenchless installation experience, construction in challenging ground conditions, and a proactive approach to risk and stakeholder management will be viewed favourably during evaluation.
