The Western Bay of Plenty District Council (WBOPDC) is providing early notification of its intention to go to market for the procurement of construction contractor services to deliver various maintenance activities across the district’s transport network.

Purpose

This Advanced Notice is issued to support market awareness and business planning by:
• Alerting the market to WBOPDC’s upcoming procurement activities
• Providing a high-level outline of the contract opportunities
• Sharing the indicative timeline for release of tender documents

Opportunities

WBOPDC intends to procure services for eight (8) separate maintenance activities, each to be tendered and contracted individually under NZS 3917:2013 – Measure and Value. The planned contract packages are:
• Planned Pavement Maintenance
• Pavement Marking
• Streetlight maintenance
• Urban Street Cleaning
• Unsealed Road Maintenance
• Vegetation Maintenance
• Cyclic Maintenance
• Annual Road Resurfacing

There is no restriction on the number of contracts that a supplier may tender for.

Indicative Timeline
The Requests for Tender (RFTs) are expected to be released to market progressively between June and October 2025, to enable contract award prior to the start of the 2025/26 construction season.
