Western Bay of Plenty District Council (Western Bay) wishes to procure the services of a suitable professional company to provide Process, Mechanical, Electrical and Civil engineering services for the upgrade of the existing Wastewater Treatment Plant (WWTP) at Te Puke to meet increased growth and more stringent discharge requirements.
The scope of services include for the preparation of a Basis of Design Report, the optimisation of a Concept Design through process modelling, Preliminary and Detailed design, preparation and evaluation of tenders, engineering support during construction, testing and the commissioning of the plant, and completion and handover.
The Solution:
We are seeking a design solution that meets the conditions of the Resource Consent, procurement support including preparation of tender documents, support during construction and commissioning, and final handover.
The Master Plan identified the Bardenpho process as a viable solution to meet the conditions of the discharge consent, as given in Figure 11 of the HG Report. This RFP is based on the Bardenpho process and the price and non-price evaluation will be conducted based on it. Should the Consultant believe that an alternative solution to the Bardenpho process can provide more efficiency, cost savings and / or ease of operation and maintenance, it may propose such alternative design which must be responded to in addition to the main RFP. Such alternative design must be able to meet the effluent limits criteria of the consent. The schedule of any alternative design shall be consistent with that outlined in this RFP.
The consultant shall include design review meetings with WBOPDC staff at the beginning of the project and at each of the specified deliverables for the design stages. These meetings provide Council staff an opportunity to provide input into the selection of equipment and design of facilities that it will operate and maintain. Council will provide comments, including staff and peer review, to the Consultant.
