Waitaki District Council (WDC) ) intends to release a procurement opportunity for the fabrication and placement of concrete tetrapods along the seaward face of the Oamaru Harbour Breakwater. This initiative is part of Council’s long-term strategy to protect critical coastal infrastructure and heritage assets from escalating erosion and wave damage.
The project will involve the production of tetrapods at the former South Hill landfill site, selected for its proximity to the harbour and suitability for heavy equipment operations. The installation of these structures will:
• Dissipate wave energy
• Stabilize existing rock armouring
• Slow ongoing erosion and degradation
This work builds on previous successful installations and aims to enhance the breakwater’s resilience, reduce long-term maintenance costs, and safeguard the harbour’s operational and cultural value.

Scope of Works (Indicative)
The successful contractor will be responsible for the full delivery of the tetrapod protection infrastructure. Key components include:
• Fabrication of concrete tetrapods to specified design standards (or suitable alternative)
• Site preparation and operational setup at the South Hill landfill site (or suitable alternative)
• Transport and placement of tetrapods along the breakwater’s seaward face
• Coordination with Council teams and adherence to tidal and community access constraints
