Overview

We are seeking comprehensive proposals for the Oamaru Breakwater Maintenance Project. Submissions should include a total cost estimate, detailed design, and methodology. We are particularly interested in solutions similar to recent initiatives to protect the breakwater, such as the fabrication and placement of concrete tetrapods (see APPENDIX A: Indicative Solution) or equivalent measures on the seaward side of the breakwater. This work forms a critical component of the nine-year Oamaru Breakwater Maintenance Project.
The primary objective is to safeguard the historic Oamaru Breakwater and prevent displacement of the existing rock armouring in a cost-effective, efficient, and timely manner, ensuring coordination with the overall project schedule and subsequent placement activities.
Proposals must include:
• A design conforming to all relevant standards.
• A clear and methodical construction methodology.
• A comprehensive total cost estimate.
• A detailed programme of works, including sequencing, duration, and key milestones.
• If the indicative solution in APPENDIX A is chosen, the contractor must secure a PS1.
Proposals should also address the key project challenges and, where appropriate, provide well-justified alternative solutions that demonstrate best value for money.

An industry briefing will be held on Monday 3 November 2025, at 1:00pm please register your interest to jwyliewaitaki.govt.nz for the teams link.
