Masterton, Carterton, South Wairarapa and Tararua District Councils, together with Rangitāne and Ngāti Kahungunu, have agreed to establish a water organisation to deliver water services to the region. A programme has been established, led by a Programme Director, to manage the establishment of the organisation and manage the transition from councils. The water organisation will be a three waters organisation, delivering drinking, waste and stormwater services to approximately 25,000 connections.
Through this procurement process, the councils are seeking a supplier to lead two workstreams – finance and commercial, and organisation, people and change – over the duration of the transition. Particular emphasis will be on work required to support Stage 1 and early advice to the Board, with the balance of work done between the successful supplier, the Programme Team and the Board in the later stages of the transition to be determined.
This work will involve leading the development of advice for both workstreams, including working with the Programme Director and other workstream leaders to ensure that advice is well integrated across other programme workstreams, to deliver desired programme and establishment results.
