Overview

Selwyn District Council (SDC) is seeking proposals from suitably qualified and experienced solar and battery providers to design, supply, and install Solar PV and Battery Energy Storage Systems (BESS) across five Council-owned sites. This procurement is funded under EECA’s Community Resilience Programme.
The purpose of this RFP is to enhance community resilience by enabling selected SDC sites to operate as emergency management hubs during power outages, while also reducing Council’s operational energy costs and carbon emissions.
Respondents are required to provide technical and commercial proposals for each of the five sites, including:

- Solar PV design options (Option A and Option B)
- BESS sizing, performance, and integration
- Estimated generation yield, cost savings, and CO₂e reduction
- Installation methodology, commissioning, and training
- Warranty, guarantee, and support services
- Subcontractor arrangements (if applicable)
- Economic benefits to New Zealand (as required under Rule 17 of the Government Procurement Rules)

A structured Vendor Response Form is provided and must be completed in full. Proposals must be submitted electronically via GETS before the closing date and time.
SDC will evaluate proposals based on capability, technical merit, value for money, risk, sustainability, and broader economic benefits.
Addenda, clarifications, and all questions from suppliers will be managed exclusively through GETS.

SDC expects installation and commissioning activities to commence in early 2026, with practical completion of all Solar PV and BESS systems targeted by June 2026. Respondents may propose an alternative schedule where justified, noting that delivery timeframes will form part of the evaluation. See RFP Appendix for further information.

SDC is not conducting pre‑bid site visits. Site access and detailed site inspections will be arranged with shortlisted Respondents during evaluation or with the successful Respondent post‑award. Do not undertake unscheduled visits to Council sites. All questions must be submitted via GETS within the Q&A period.
