Background
Rolleston Community Centre, built in 1998, has experienced persistent roof and internal gutter leaks over the sports stadium area despite ongoing repairs. At 27 years old, the roof has reached the end of its service life and requires full replacement.
In August 2025, PXA Architects were engaged to review the roofing detailed design for this portion of the facility and to provide an improved design in preparation for building consent and tendering in October 2025. Construction is planned for January–March 2026, to coincide with a partial facility closure.
Due to the requirement for full building consent, fire system upgrade works have been included in this Contract to bring the current building up to code. Powell Fenwick Fire Engineers were engaged to carry out the design, and Selwyn District Council’s appointed fire system installation contractor is FFP Canterbury.
The Estimated Contract start date is 15th December 2025, with proposed site establishment early January 2026.
This RFP relates to the partial re-roofing of the Community Centre, including internal and external gutters/downpipes, minor internal alterations including to the fire system and construction of a partition wall in the north-end community room. This internal area will be part of the construction site and closed to the public during the planned works.
Selwyn District Council is looking to secure a competent roofing contractor to act as the main contractor, with a proven track record who can re-roof the sports hall part of the Rolleston Community Centre to a high quality, rectifying the ongoing weather-tightness problems and during the tight construction schedule of January through to March 2026. The contractor will need to have internal resourcing capabilities or alternatively a suitably competent subcontractor to undertake the minor building alterations and preferably have experience delivering projects in live sites where a Certificate of Public Use is in place.
