Rotorua Lakes Council (RLC) is seeking proposals (RFP) for the supply, installation and maintenance of 67 "Pay by Plate" Parking Meters used for collecting payments for around 1,500 parking spaces within the Rotorua CBD. 33 of the 67 Parking Meters need to allow for both coin and card payments.

Proposals need to include comprehensive parking software and hardware solutions, starting on the 1st of July 2026. RLC would prefer an operational lease for a 5-year term.

The parking solutions will need to include:
1. The ability to be used in Parking Buildings
2. Pay by Plate operating mechanism, including potential meter-less solutions
3. Mobile Parking App
4. Excellent reporting abilities and Customer Service
5. Plate reading hardware and software, possibly supplied via a subcontractor.

RLC would like the supplier to propose added value innovative features, which could:
1. Allow customers, both from overseas and locally, to easily navigate your parking software and
hardware. By doing so, improve customer experience and useability.
2. Streamline operations and give great connectivity to Council systems
3. Vandalism preventative measures and durability in Rotorua climatic conditions
