Rotorua Lakes Council (RLC) is seeking proposals from qualified providers for a replacement to its existing Excel-based Long Term Plan Modelling Tool. The tool underpins the Council's Long-Term Plan (prepared triennially) and Annual Plan (prepared annually), providing essential calculations and scenario analysis to meet rates revenue targets in alignment with statutory requirements and best practices for New Zealand local councils.

The current tool, while functional, is no longer sustainable does not fully meet contemporary best practices for ease of update, analysis, integration, and predictive capabilities. RLC aims to scan the market for out-of-the-box solutions that can be configured to meet its needs, rather than pursuing custom software development.

This Request for Proposal ("RFP") is intended to primarily test the market for suitable providers of a Long Term Plan modelling solution as a primary requirement, with a secondary requirement for the tool to provide predictive analytics capabilities.
