Notice of Intent
Queenstown Lakes District Council (QLDC) is providing early notification to a select group of specialist sports turf contractors of its intention to undertake a procurement process for the delivery of sports turf improvement works at the Wānaka Recreation Reserve / A&P Showgrounds.
This Notice of Intent (NOI) is intended to provide advance visibility of the opportunity and allow suppliers sufficient time to consider resource availability, specialist plant requirements, and project delivery capabilities ahead of the formal Request for Proposal (RFP) process.
Project Background
The Wānaka Recreation Reserve / A&P Showgrounds is a regionally significant multi-use facility that supports community sport, recreation and events, including the annual Wānaka A&P Show and Upper Clutha Rugby Club activities. The site comprises two natural turf sports fields (and surrounds) which experience significant year-round use and are required to support both sporting and event-based activities.
Recent investigations undertaken by Greenspace Consulting Ltd have identified opportunities to improve sports field performance through targeted interventions aimed at improving field drainage, irrigation performance, surface consistency, resilience and overall carrying capacity. The investigations concluded that a targeted renewal approach represents a more cost-effective and lower-risk solution than full field reconstruction, while still delivering significant improvements in field performance and usability.
A key recommendation of the feasibility work is that the final construction methodology shall be developed collaboratively between Council, its specialist turf advisor(s) and an appropriately experienced sports turf contractor to ensure the selected solution is practical, represents value for money and can be delivered within operational and stakeholder constraints.
The Opportunity
QLDC intends to engage a specialist sports turf contractor through a collaborative procurement process involving Pre-Construction Services Agreement (PCSA) and a subsequent NZS390 construction contract. The procurement has been structured to allow methodology development, programme refinement and pricing development to occur prior to committing to construction delivery.
