Overview

QLDC is seeking a supplier that can provide senior, practical and legally sound organisation, people, employment and transition expertise. The supplier will be expected to:
• Provide a named Organisation, People and Transition Workstream Lead;
• Lead and coordinate delivery of the Organisation, People and Transition workstream;
• Support development of the WSCCO organisational strategy, operating model, structure and functions;
• Develop detailed organisation design, including role summaries, position descriptions, role sizing and resourcing requirements;
• Develop and support implementation of the staff transition, employment and industrial relations strategy;
• Develop staff transition guidelines and support consultation with staff, unions/PSA and relevant stakeholders;
• Support role impact assessments and affected staff pathway analysis;
• Develop or support terms and conditions of employment, remuneration strategy and employment documentation;
• Support recruitment and onboarding for the Chief Executive, executive leadership, new roles and transferring staff;
• Support development of the organisational policy framework and key Day 1 people policies;
• Provide people-related input into systems, processes, SOPs and guidance;
• Support working premises requirements and Day 1 people-function readiness;
• Support change management for staff-related impacts; and
• Work closely with QLDC People & Capability and other programme workstreams.
