Overview

Queenstown Lakes District Council (QLDC) is seeking quotations from qualified ecological consultants to prepare a comprehensive terrestrial ecology report to inform the development of the Wānaka Structure Plan.

The purpose of this work is to identify existing ecological values, assess ecological significance, and highlight opportunities for protection, restoration, and enhancement to support spatial planning and future growth management in the Wānaka area.

The scope includes a full desktop review of available ecological information, including previous assessments, Council datasets, biodiversity databases, aerial imagery, and relevant planning documents. Consultants will also be required to review iwi management plans and cultural reports, and to engage early with Mana Whenua to confirm interpretations of mātauranga Māori and incorporate cultural values into the assessment.

Field surveys will be required to verify vegetation types, habitat values, species presence, ecological corridors, pest plant and animal issues, and other matters necessary to complete a robust ecological assessment. Seasonal considerations will apply. The ecological assessment must align with the National Policy Statement for Indigenous Biodiversity (NPS IB), relevant district and regional planning frameworks, and established best practice methodology.

Deliverables include a draft ecological report, final report, and GIS datasets delivered in NZGD_2000 / NZTM geodatabase format. QLDC intends to award the contract by 13 March 2026, with draft reporting due in end May and the final report expected in end June 2026.
