QLDC is planning to further its understanding of, and respond to, flood hazards in the Glenorchy area in accordance with intentions set down in the 2024-34 Long Term Plan. Project Management support is required to oversee the development and implementation of the corresponding investment project. QLDC requires an expert Project Manager with strong technical knowledge to competently and efficiently manage the project through its development and delivery phases. QLDC routinely procures the services of external project management providers to supplement in-house capacity. There is insufficient in-house project management capacity to manage this project, and accordingly, an external project management supplier is sought. Between one and four physical works interventions are anticipated as part of the project; accordingly, the estimated whole-of-life cost is based on QLDC’s best assessment of likely project management hours involved if all potential interventions advance through delivery (assumes approx. $200 p/h, 8 hours per week for an 18 month period). This estimate will be validated through an RFP process. Potential suppliers have been identified through the QLDC ESSS 2.0 Panel process which is in the final stages of establishment and approval. Contracting of a Project Management supplier will be organised into Separable Portions aligned to distinct project phases, providing QLDC with the opportunity to evaluate ongoing business need at the conclusion of each phase. These Separable Portions, and corresponding project management requirements, are outlined in the attached draft RFQ.
