Overview

New Zealand Police (Police) gives advance notice of its intention to release a Request for Proposal (RFP) for a replacement Automated Biometric Identification System (ABIS) – technology platform and associated implementation and support costs.

ABIS is a core operational capability for Police. It supports an authoritative identity function across Police workgroups, including investigative, evidential, and identification functions. It plays a critical role in supporting defensible court outcomes for victims, enabling the accurate identification of deceased persons, and maintaining community safety and confidence through trusted biometric decision-making.

Police released a Request for Information (RFI) in 2024 to understand market capability and inform procurement planning. Police will shortly be seeking proposals for a replacement ABIS – one extensible platform to replace the two systems that currently enable Police’s biometric identification capability (fingerprints and facial images).

The detailed scope, requirements, evaluation approach, procurement process, timetable and proposed contract terms will be set out in the RFP. Police is seeking a modern, secure and scalable solution that:

- enhances investigative capability,
- ensures compliance with legislative requirements
- maintains and strengthens partnerships with external entities
- maintains and strengthens public and staff trust in biometric services
- supports evolving operational needs

Suppliers who are interested in being part of the proposed RFP should ensure that they are registered to receive GETS notifications for the applicable RFx Categories and are subscribed to this notice.

The RFP is intended to be released via the Government Electronic Tenders Service (“GETS”) during June/July 2026.
