New Zealand Police are looking to implement updated approaches to protect victims of family harm and change offender behaviour.
Separation of victims and defendant is known to be a powerful tool for enhancing victim safety and is the basis of a number of mechanisms, such as Protection Orders, that are available to the Courts when dealing with cases of family harm.
This RFP is for the appointment of a single national supply partner that is able to provide:
1. A fixed alarm with a base unit and a pendant that can be discretely worn or carried by the victim that has:
• Connectivity – this might take the form of a cellular network and an extension antenna cable or booster to ensure cellular signal strength is maintained.
• Location tracking technologies – these might take the form of devices and systems that can be used to track the position of a person on the earth’s surface in real time, and
2. Monitoring Centre services – with operational capability able to triage and respond to victim in real time.

What we don’t want
Proposals that:
• restrict movement to within a base area
• do not cover the full range of requirements
• requires the establishment of a new business. Note: this RFP is not an opportunity for entry into the market for a new participant.
• seek a re-engineering/re-design of existing Police policies. For example, any requests for the re-design of Police financial and reconciliation processes
• are speculative in nature.
• are dependent on other Police procurement initiatives that are pending or are in progress
