Overview

NGCC is needing to identify and source access to in-vehicle cellular routers (Routers) for Emergency Services Agencies (Agencies). As well as the Routers, associated support and centralised cloud management capability is also needed. Routers (and associated services) are strategic and critical components to the mobile network infrastructure for Agencies.

It is important to NGCC to source a fit-for-purpose solution with a committed minimum support period and future capability roadmap. The principal role for Routers is enablement of secure mobile data connectivity for emergency services vehicles. Applications include extending connectivity to Public Safety Network (PSN) cellular services for Agency mobile and portable cellular devices, while providing advanced and secure networking capabilities that is present in agency vehicles. Based on our technical understanding and analysis this procurement is strategic and critical as Routers are a key component to mobile network infrastructure for Agencies.
It is important that New Zealand cloud platform hosting is already successfully established in New Zealand and/or Australia or can be demonstrated to by Q2 CY 2024. NGCC is looking for demonstrated success by suppliers within public safety.

Although we do not offer any minimum or guaranteed uptake from Agencies, this is a desirable and requested solution for Agencies and the estimated number of vehicles expected to require Routers is between 3,000 - 7,000. This is a potential opportunity for preferred suppliers in the New Zealand market.
NGCC has an agreement with four Emergency Services Agencies to provide a catalogue of public safety communications capabilities under the PSN, including capabilities enabled by the Routers. This agreement is syndicated and open to other public sector organisations in New Zealand that may choose to adopt PSN capabilities over time.
