Overview

As a result of Budget 2025, The New Zealand Defence Force (NZDF) will soon be going to market with a two-stage tender for the design and construction of new-build residential homes across three sites - Manawatu, Wellington, and Christchurch. We are looking for established Main Contractors (with design team) who can manage the full design and delivery of high-quality turnkey homes for servicemembers and their families. Homes will be constructed largely on vacant land previously used for housing, with requirement for associated on-lot and minor off-lot civils. All works will be under an NZS3916 Design and Build Contract with NZDF Special Conditions. The RFP will include a Functional Specification for housing, as well as indicative bulk and locate site plans.

The indicative spread of new housing per site is as follows:
Manawatu - 13 homes at Linton Military Camp and 5 homes at Bulls, awarded to one supplier under two separate contracts (one for each of Linton and Bulls).
Wellington - 19 homes at Trentham Military Camp, awarded to one supplier under one contract.
Christchurch - 4 homes at Burnham Military Camp, awarded to one supplier under one contract.

The tender will likely launch in October and run until the end of the year.

Suppliers will be able to bid for one, two, or all three sites. An online information briefing will be held at the start of the process to cover all locations, with individual in-person site visits likely also occurring.

In the future, NZDF also intends to approach Cabinet for additional funding for housing from Cabinet in Budget (2026). We intend to retain the right to award additional housing works in the same location to the same supplier subject to contractor performance, funding and value for money. For the avoidance of doubt, suppliers who choose not to bid for this RFP may not have an opportunity for some or all of the same sites for development in the Budget 2026 allocation.
