Overview

We are seeking market engagement and feedback on the remaining tranches (Tranche 3 and Tranche 4) of the Ohakea Infrastructure Programme (OIP), which is delivering much needed infrastructure upgrades at RNZAF Base Ohakea. NZDF is planning to release these works to market in 2024, subject to funding.

The projects included in these Tranches are as follows:

Tranche 3:
Airfield taxiway extension and upgrade
Upgrade of Airfield stormwater connection
300 space carpark

Tranche 4:
Single Living Accommodation – 120 en-suite barrack rooms located in two new blocks
120 space carpark
Logistics Warehouse
Three waters upgrades to support the new facilities

Remaining projects:
Airfield drainage upgrades
Ammunition storage facility

Purpose of Supplier Information Day

The purpose of this Supplier Information Day is to undertake initial market engagement and seek feedback related to the procurement approach for delivering the remainder of the Ohakea Infrastructure Programme.

We are seeking supplier input to inform how we bundle the remaining works in a way that is attractive to the market and can be delivered in an efficient way that meets RNZAF Base Ohakea’s operational requirements.

The design for remaining projects is complete. Cabinet approval and funding will be sought to commence procurement mid-2024.
This initial approach to market, before entering into a Procurement Stage, provides better visibility of market interest in the OIP projects consistent with the Infrastructure Commission intent of ‘removing speculation and providing secure forecasts, attracting new entrants, driving increased competition and innovation’ and is in alignment with the more collaborative aspirations of the Construction Accord.

Furthermore, it will:

Provide market insights from the engagement briefings that can then be incorporated into the project Business Cases, giving greater assurance to Government about the approach taken.
Enable a more deliberate and informed Rfx staging decision.
Increase the value of feedback to other projects that are looking to procure using
a similar procurement strategy.
Stimulate and inform the wider market of this opportunity and the proposed
timelines.
