The purpose of this information day is to undertake initial market engagement and seek feedback
related to the Ohakea Fuels Precinct procurement.
The design of the Precinct is complete and going through sign-out processes now. The capital
cost of the Precinct is estimated at over NZD$50M and Cabinet approval is required to gain
Approval in Principle and move to a procurement phase.
Feedback, both on the day, and through follow up conversations will be used to inform and
confirm the elements of the project prior to Business Case submission.
At this point it is envisaged that a multi-stage procurement process with Expression of Interest
(EOI) phase, followed by a Request for Proposal (RFP) phase will be employed but feedback will
also be sought on the merits of this approach by attendees on the day.
The purpose of this initial approach to market, before entering into a Procurement Stage, is to
provide better visibility of market interest in the OIP Fuels Precinct project consistent with the
Infrastructure Commission intent of ‘removing speculation and providing secure forecasts,
attracting new entrants, driving increased competition and innovation’ and in alignment with the
more collaborative aspirations of the Construction Accord.
