All enquiries regarding this tender must be in writing through NZDF's SmartProcure message system. NZDF will endeavour to respond in writing to written enquires within two working days.

The New Zealand Defence Force (NZDF) wishes to establish agreements with a panel of suitably qualified and experienced engineers to provide engineering analysis, reporting or technical writing on an ad hoc basis for a period of three years with two rights of renewal each for a period of one year.

The intended process is that individual Request for Quotes for Statements of Work will be issued to contracted panel members as and when required by NZDF, with the successful panel member being awarded that statement of work.

NZDF requires the work to be completed to standards acceptable to the NZDF and which meet the requirements of Airworthiness system laid out in NZDF policy.

The scope of services includes, but is not limited to the following:

1. Aircraft Structural Integrity Management
2. Aircraft Propulsion System Integrity Management
3. Avionics and Electrical Wiring Interconnect System (EWIS) Integrity Management
4. Aircraft Software Certification
5. Aircraft Stores Clearance
6. Aircraft Surface Coatings
7. Aviation Fuels
8. Aircraft Maintenance Schedule Development
9. Safety Equipment
10. Ground Support Equipment

All non-aeronautical engineering services are excluded from this tender.

Questions are encouraged and you may request that they are kept confidential providing that they are commercially sensitive. NZDF reserves the right to provide supplementary information to all Tenderers should a confidential question highlight a point requiring clarification to other Tenderers.

NZDF expects to advise Tenderers of the outcome of this tender in December 2016.

The estimated start date for the agreement is Feb 2017.

The Agreement will be for an initial period of four years with provision for two subsequent rights of renewal, for two years and then one year.
