New Zealand Veterans' Affairs (VA) purchases granite headstones and bronze memorial plaques for ex-service personnel and their spouses. VA also purchases, separately, the installation of the headstones and plaques.
VA wishes to combine the two services so a single, or a limited number of, supplier(s) can take ownership and be responsible and accountable for the nationwide professional and timely delivery of services.
