New Plymouth District Council (Council) NPDC, on behalf of Puke Ariki Libraries & Museum, is seeking information from the market on integrated solutions that can enhance people counting, security, and operational insights across the facility.
At this stage, NPDC is undertaking a Request for Information (RFI) to understand what solutions, capabilities, and approaches exist in the market before progressing to a formal Request for Proposal (RFP). While this RFI is not a commercial commitment, NPDC is seeking indicative cost ranges only, to help shape realistic budgeting and future procurement planning. These indicative ranges will be used for scoping purposes and suppliers will not be held to them in any subsequent RFP. Responding to this RFI provides suppliers with an early opportunity to inform the direction of the project and demonstrate how their technologies could support Puke Ariki Libraries & Museum in creating safer, smarter, and more efficient public spaces.
The desired solution should provide accurate people counting at all public entry and exit points across Puke Ariki and the Community Libraries, deliver live and historical occupancy data by floor and zone, and offer meaningful analytics on movement, flow, and space utilisation. The system must include the ability to generate heatmaps, identify congestion or high use areas, and present this information through intuitive dashboards and reports suitable for both operational staff and management.
In addition, the solution must support safety focused facial recognition at entrances and exits only, strictly limited to managing a trespass watchlist. This includes configurable confidence thresholds, secure watchlist handling, and real-time alerts that provide sufficient context for safe response by security personnel and staff. The RFI also seeks information on a vendor’s ability to integrate with existing CCTV/SECURITY FOOTAGE MANAGEMENT SYSTEM infrastructure, supply additional cameras to address blind spots, and ensure full compliance with the NZ Privacy Act 2020 and NPDC’s privacy and security policies. Strong access controls, audit logging, data retention controls, and support for public transparency measures—such as signage and privacy notices—are essential components.
