Overview

This New Plymouth District Council tender will be accessible via Tenderlink, and is only being advertised via GETS. All further communications related to this tender will be conducted through TenderLink.

NPDC requires the procurement and implementation of an enterprise‑grade digital redaction solution capable of delivering high‑volume, accurate, and permanent redaction of sensitive information across a broad range of organisational documents.
The tool should provide a defensible digital redaction and disclosure workflow platform. Not merely a redaction utility. It must support lawful withholding decisions under the Local Government Official Information and Meetings Act 1987 (LGOIMA), auditability, chain of custody, and structured withholding schedules.
The solution must provide the following core capabilities:
• Automated identification and redaction of sensitive information across diverse document types
• Permanent redaction and sanitisation of content, including metadata, embedded objects, and hidden information
• Bulk and repeatable redaction processing to support high‑volume operational workloads
• Comprehensive audit trails and chain‑of‑custody controls to ensure compliance and accountability
• Human‑in‑the‑loop review functionality to enable manual verification and judgement where required
Implementation will begin as a service targeting high‑volume or high‑risk use cases, with the ability to scale the solution into a full enterprise redaction service across NPDC.
