Overview

This RFP is issued jointly by New Plymouth District Council (NPDC), South Taranaki District Council (STDC), Stratford District Council (SDC), referred to below as “Taranaki District Councils” (”The Councils”) or “the Buyer” or “we” or “us”.

This is a joint procurement for the provision of regional waste services. The scope for all three Councils includes the collection of general waste, recyclable materials and waste organics comprising food waste and greenwaste as set out in Attachment E, and the full management of all twelve refuse transfer stations (RTSs) entailing fee collection, weighbridge operations, loading and unloading, and distribution of product. All mobile plant will be owned by the Contractor and Contractors are to provide bins and bulk haulage to end disposal and/or processing facilities. The NPDC scope comprises Inglewood, Ōkato, Tongapōrutu and Waitara RTSs; the STDC scope comprises Hāwera, Manaia, Patea, Ōpunake, Eltham, Waitōtara, and Waverley RTSs; and the SDC scope comprises Stratford RTS only.
A key aim of the new waste services contract is to meet the goals of the Councils’ WMMPs, employing appropriately innovative technologies that support the re-purposing of waste back into a circular economy, and contribute towards reducing carbon dioxide equivalent (CO2e) emissions. Data management, tracking waste volumes and reporting is extremely important to us as these feed into our planning and decision-making frameworks.
