The Ministry of Social Development (MSD) invites proposals from qualified suppliers who will support MSD in completing the design for the Disability Employment Support Products Redesign (DESPR). This includes management and delivery of stakeholder engagement, development of design documentation, and procurement recommendations.
A summary of our skill requirements is as follows.
Preconditions:
• The Respondent must be a member of the All-of-Government Consultancy Services panel.
• Respondent must comply with the Supplier Code of Conduct.
• Demonstrated experience in engaging with disabled people and sector.
• Demonstrated experience in the design of social services.
• The respondent must have the capacity to deliver the project between September / October 2025 and June 2026.
Specific areas of required expertise include:
• Expertise in current state analysis and application of best practice.
• Proven ability to engage authentically with disabled people, Māori, Pacific peoples, and ethnically diverse communities.
• Skilled in inclusive consultation and co-design methodologies.
• Experience in designing social service systems and developing detailed service blueprints.
• Capability in creating costing and allocation models for social services.
• Understanding of public sector procurement processes and market analysis techniques.
• Strong written and verbal communication skills for reporting and stakeholder updates.
