Overview:	The purpose of this procurement process is to establish an open Panel of suppliers for providing online job advertising services for the Ministry. The Panel is a list of suppliers who have been approved by MSD through the procurement process as capable of delivering the services and who have agreed to the contract. Any Respondent who agrees and meets the pre-conditions, standards, and service requirements outlined in the RFA can apply to join the Panel. This means that suppliers can apply to join the Panel throughout the life of the Contract. Overview:	Secondary procurement from the All-of-Government Consultancy Services Panel, Policy, Research and Development Sub-Panel The Ministry of Social Development is seeking proposals from experienced research suppliers to implement the Youth Health and Wellbeing Survey with young people aged 13 – 19 years in secondary schools, across Aotearoa \| New Zealand. The survey gathers information on the lives of young people and updates our understanding of their health and wellbeing. The survey data and report will inform the development of youth related services, policies, and strategies across government. The project forms part of the Government response to the Royal Commission of Inquiry into Abuse in Care. It will provide safeguarding tools, guidance and resources to help families, whānau carers and disabled people build safeguarding knowledge and to prevent, identify, respond to, and report abuse and neglect. This will support disabled people to be free from abuse and neglect. Scope: Co-develop safeguarding resources with disabled people, family and whānau carers, to ensure the tools, guidance and resources are practical, relevant, trusted, and reflect lived experience. Design and deliver culturally responsive, accessible and inclusive resources that meet the diverse needs of disabled people, including Māori, Pacific peoples, ethnic communities, and people with different communication, language, literacy and accessibility requirements. Build safeguarding knowledge by implementing clear, practical guidance and tools that help people recognise indicators of abuse and neglect, and know how to prevent, identify, respond to, and report concerns. Scope: • Co-develop and test a safeguarding training package with the disability sector and subject matter experts. • Delivery of a training package to be accessible via multiple channels, with an ability to be adapted across other care settings, in time, as required. • Support training to approximately 22,000 disability care and support workers who deliver DSS funded support in community residential settings (community group homes, and in people’s homes). • Develop implementation approaches that support long-term sector safeguarding capability improvements. Key Outcomes: • Improved prevention, identification, response, and reporting of abuse and neglect. • Workforce safeguarding capability improvement across home and community-based disability support services, through achievement of standardised learning outcomes. • Increased participation in the safeguarding capability training programme by care and support workers, and providers who engage them. • Improved safeguarding capability and competency across the care system.
