Overview

MSD helps New Zealanders to be safe, strong, and independent. MSD, through Community Participation services (CP), provides contributory funding to the cost of delivering support for people with disabilities and health conditions lasting longer than six months who require additional support with community participation and inclusion and in some cases employment outcomes.

MSD intends to fund the establishment of CP service programmes at new sites to the value of $6 million per annum from:
- Providers currently contracted for or delivering CP services, who have identified a service gap in a location outside the range of their current outcome agreement.
- Providers who are currently delivering other MSD-funded services (e.g. Very High Needs, Transition from School) and have identified interest in expanding their delivery to include CP services, to address demand in their area or existing client base.

MSD invites these providers to submit a proposal for establishing new CP services or new CP service delivery locations through this Request for Proposal (RFP) process.

Successful providers will be awarded a CP services contract and contributory funding towards the cost of delivering this service. The funding will be calculated on the level of service intensity, and provided at an annual rate by service volume, i.e. per client, per year.
To enable the establishment of new service programmes or new sites, MSD will grant a one-off contribution to establishment costs in F25, equivalent to 100% of the value of places awarded through this process.
Contracted providers must begin delivering CP services no later than six months after signing outcome agreements.

Further Award Information:
MSD awarded 17 providers nationwide with funding to expand or establish Community Participation Services. We anticipate this will provide contributory funding to an additional ~615 clients for Community Participation services from the end of this year, increasing the overall capacity and availability of these vital services for tāngata whaikaha nationwide. This project targeted funding to regions with limited service provision, and services that are designed for clients with high support needs, as priority populations for CP service expansion.
