MSD helps New Zealanders to be safe, strong, and independent. MSD, through Community Participation (CP), provides contributory funding to the cost of delivering support for people with disabilities and health conditions lasting longer than six months who require additional support with community participation and inclusion and in some cases employment outcomes.

MSD intends to purchase additional CP places to the value of $3.6 million per annum from successful current CP providers via outcome agreement variations.

MSD invites existing CP providers to submit a Response for additional CP places through a Registration of Interest (ROI) process.

Successful providers, including those that are currently supporting clients with community participation outside of their contracted places, those with a waitlist, and/or those that can begin delivering prior to 30 June 2025 will be prioritised and may be considered for FY2025 funding for additional places. Successful providers will receive these additional places at their current contribution rate for the remaining terms of their current outcome agreements.

Successful providers will also receive a one-off FY2025 contribution to acknowledge the extra costs needed to establish additional Community Participation places (e.g., hiring and training staff, developing facilities, and purchasing equipment). All successful providers will receive 25% of the value of places awarded (e.g., if a provider receives 10 additional places, they will receive a contribution of 25% of the value of these places).

MSD recognizes that not all providers will be able to begin delivering additional places before 30 June 2025. In this case, providers will receive the one-off establishment contribution in FY2025 and funding for additional places from FY2026. These providers must begin delivering additional places no later than six months after signing outcome agreement variations.

Further information:
MSD awarded additional places to 39 providers with current Community Participation service agreements, for the remainder of their contracts. We anticipate this will provide contributory funding to an additional ~900 clients currently receiving or waitlisted for Community Participation services by the end of the year, and a further ~300 in the years following, increasing the overall capacity and availability of these vital services for tāngata whaikaha nationwide.
