The Ministry of Social Development (MSD) invites proposals from qualified external assurance providers for Te Pae Tawhiti (TPT) programme, aimed at enhancing the effectiveness of our services through digital transformation.

The selected provider will be tasked with conducting independent and technical quality assurance (IQA & TQA) services for MSD’s TPT programme, ensuring its successful implementation and alignment with organisational goals.

We seek a provider with the following expertise:
• Proven track record in delivering IQA and TQA services, preferably with experience on transformation programmes of similar size and scale.
• Certified Lead Reviewers in accordance with the requirements set forth by the Government Chief Digital Office (GCDO).
• Demonstrated experience and insights from comparable industry processes to inform and enhance the programmes approach.
• Strong abilities in senior stakeholder engagement and relationship management.

On 11 June, a Request for Proposal (RFP) was released on GETS to a shortlist of suppliers from the AoG GCDO Assurance Services panel. Following an assessment against the evaluation criteria, the Ministry of Social Development (MSD) has selected the consortium of Grant Thornton New Zealand and Nonsuch Consulting to provide the required external assurance services for Te Pae Tawhiti Programme. The contract was signed on 14 October 2024, with an initial term of one year term and the option for up to two one-year renewals (1 + 1 +1).

Notifications regarding both successful and unsuccessful outcomes were sent to all respondents prior to the contract signing.
