Advance Notice - Full RFP Released 26/08/22
The Ministry of Social Development wishes to procure Heartland Services for Taumarunui, Taihape, Tūrangi and the Selwyn District. The term of the service agreement will be from 1 November 2022 (or as negotiated with the successful provider) - 30 June 2025, with a three year right of renewal.
Background to the Heartlands Service
The Heartlands service (Heartlands) was established in 2001 by Government in order to improve the delivery of government services in rural areas. Heartlands is designed to improve face-to-face access to government services and provides an outreach service in areas where services might otherwise not be accessible.
What is the Heartlands Service?
Heartlands support communities and whānau living in rural and isolated areas to receive equitable access to government and non-government services. Heartlands co-ordination and support is provided free of charge, to anyone in the community.
Heartlands provides access to services by:
• co-ordinating and referring whānau to government and non-government agencies and services, depending on whānau need
• maintaining a link between government, local councils and communities to strengthen the co-ordination of local services
• providing physical spaces for people and agencies to meet with one another.
Outcomes of Heartlands Services:
Heartlands support whānau who live in remote and isolated communities to have equitable access to government and non-government services.Through access to Heartlands, rural and isolated communities will achieve the following outcomes:
• thriving communities through access to information, advice, and support services
• community-led local solutions which support the needs of whānau by providing a meeting place (or virtual place) for people and agencies
• improved social cohesion between communities and government and non-government agencies by ensuring equitable access to services.
Heartlands Services are responsive to community need
Heartlands will provide support in a way that is consistent with the communities social, economic, political, cultural and spiritual values.
Heartlands will recognise and provide support to the specific needs of the local community, including Māori, Pasifika, ethnic and culturally and linguistically diverse communities and all other communities. In doing so, Heartlands will consider the unique needs of Māori whānau and ensure pathways to local services are clear and accessible.
