The Ministry of Social Development’s (MSD’s) data warehouse modernisation programme, known as Te Hāoroa, is entering its delivery phase.
Te Hāoroa will deliver much more than simply technology. It will introduce a modern approach to building data products with reuse, scaling and enhanced data governance practices front of mind. Te Hāoroa’s objectives also include the phased retirement of MSD’s existing data warehouse, known as the Information Analysis Platform (IAP). We have agreed on the technology foundations – a modern, cloud-based managed service consisting of best of breed technologies, provisioned by SAS.
We now need to focus on the most important part – the development and delivery of data products in a way that ensures we can easily maintain, rationalise and scale in the future.
MSD is now seeking a supplier to partner with us in the delivery of data products on the new platform, and also to help us to retire the old platform in a phased, structured manner. Te Haoroa is a multi-year programme which will bring modern data practices to MSD and lay the foundations for MSD to make data driven business decisions with confidence and at scale.
Our partner will work with us as part of a blended team to help us do the following:
- Firm up our long-term data strategy and roadmap – including data governance, platform and data warehousing architecture and a new operational model for the delivery of data products. We will also need close integration and alignment with MSD’s broader organisational strategies.
- Progressively plan, develop and deliver foundational data products on the new platform.
- Retire our legacy system in logical, risk averse increments.
- Ensure that our data analysts and data consumers understand and embrace these changes.
We intend to engage All-of-Government supplier panels under the (AoG Consultant/ DIA Marketplace) through a secondary procurement process from 15 November 2021.
Please note this project is still in a planning phase, and is subject to further refinement and changes at MSD’s discretion.

This Future Procurement Opportunity has now lapsed. In line with the New Zealand Government Procurement Rules, the Ministry has decided to shortlist suppliers under the New Zealand All-of-Government Professional Services panel.
