Overview

The Ministry of Social Development (the Ministry) is seeking to procure an employment programme for working age clients from a refugee background who are in receipt of a main benefit.
The programme will support clients from a refugee background to prepare for, and achieve, sustainable employment.

Clients from a refugee background are those who have arrived in New Zealand as either a Quota Refugee, Convention Refugee or though the Refugee Family Support Category.

For the purposes of the Pathways to Employment Programme, participants will fall into one of two categories:

• Active Job Seeker (work ready) – a refugee background individual who has a basic conversational level of English and is available for work.
• Developing Job Seeker (not work ready) – a new arriving quota refugee who is working age and is either below a conversational level of English or is caring for dependents.

We are seeking respondents that are well networked and connected in their local communities, client-centric focused and can mentor and support clients from a refugee background to achieve their aspirations.

The service is currently delivered nationwide.
Respondents can provide services to clients for one or more locations, but must be able to demonstrate community connectedness in any area they apply for.

The Ministry is seeking to procure the programme in the existing eight refugee resettlement locations: Auckland, Hamilton, Palmerston North, Wellington, Nelson, Christchurch, Dunedin and Invercargill.

Important note: The new refugee resettlement locations of: Whanganui, Levin, Masterton, Blenheim, Ashburton and Timaru are excluded from this procurement.
