Overview

The Ministry of Social Development (MSD) and the Ministry for Vulnerable Children, Oranga Tamariki, are approaching the market for an online cloud-based Health, Safety and Security Incident Management System replacement. During the process Oranga Tamariki and MSD may decide to use the same or separate systems.

The key objective of this procurement is to ensure that the MSD and Oranga Tamariki have a fit-for-purpose health, safety and security incident reporting and management system that provides users visibility of identified risks and insights to decision makers whilst meeting compliance responsibilities.

Jointly we have approximately 700-800 “incidents” per month are logged in our current health, safety and security system (SOSHI) under the categories: accident/ injury, pain and discomfort, security, and near miss. SOSHI also produces trespass notices and warning letters.

We seek a health, safety and security system that is responsive, aids us to meet our compliance responsibilities, and utilises technology to ensure we meet our staff expectations, for example:
• a system that is user-friendly and easy to use
• a system that is compliant with the Health and Safety at Work Act 2015
• a system that can be used by mobile devices to log incidents
• a system that has the ability to log hazards, checklists and audit information.

We do not want theoretical proposals about abstract or speculative approaches to improving our Health and Safety system.

We are looking for credible providers who have the capability, experience and infrastructure to deliver a cloud-based system. They need to have a good track record in the management and implementation of cloud-based health and safety systems for similar-sized organisations.
