The Ministry of Health (the Ministry) has problem gambling levy funding for an impact evaluation of the strategic approach to preventing and minimising gambling harm in New Zealand.
Under the Gambling Act 2003, the Ministry is responsible for developing an integrated strategy focused on public health every three years with priority action areas, and an associated service plan of deliverable activities. The current Strategy to Prevent and Minimise Gambling Harm 2025/26 to 2027/28 (the Strategy) was published on 5 June 2025 and included a commitment to complete an impact evaluation.
The Strategy outlines the rationale for the strategic approach including a strategic framework and outcome areas, a fully costed service plan to provide for a continuum of public health and clinical services, and the levy rate that applies to each of the four gambling industry sectors to recover the costs of the Strategy.
The Request for Proposal (RFP) will be an invitation to suitably qualified suppliers to submit a proposal for an impact evaluation of the Government’s strategic approach to preventing and minimising gambling harm in New Zealand. The Ministry is seeking suppliers to undertake an impact evaluation with a focus on three broad proposed evaluation areas (noting that further detail will be provided in the RFP):
• What is the effectiveness of the approach to preventing and minimising gambling harm that underpins the integrated strategy, and are there other approaches that could be considered?
• To what extent has the strategic approach been implemented accordingly through strategies over time?
• What can we say about the likely outcomes and impacts of the previous strategies? What are the successes, gaps, opportunities, and potential next steps?
