Overview

This Request for Quote (RFQ) is an invitation to suitably qualified Respondents to submit a Quote for the National Interhospital Helicopter Air Ambulance (Northern Region) Service opportunity.
Current state
1. Air ambulance helicopter services in the northern region are provided by Northern Rescue Helicopter Limited (NRHL) under contract with the National Ambulance Sector Office (NASO). NRHL provides pre-hospital, local adult to inter-hospital transfers (IHT), neonatal intensive care unit (ICU), national extracorporeal membrane oxygenation (ECMO) and Starship paediatric intensive care (PICU) retrieval services in the northern region.
2. The region is unique from the other two air ambulance regions with regard to IHT because the Auckland District Health Board (ADHB) manages the ECMO and PICU retrieval service on behalf of all DHBs.
3. National services are nationally important low frequency services (around three to five helicopter missions per week) that require a high level of confidence in appropriate helicopter availability, specialist resources and careful tasking. The national IHT service has a unique set of requirements in that it:
 Frequently has lengthy mission times of 7-8 hours or longer, during which it is not able to be tasked on other missions.
 Requires a large helicopter in order to accommodate the necessary medical equipment and clinical staff.
 Requires a helicopter with the ability to service a large geographical region with direct flights.
 Requires as close to 100 percent availability as possible, given PICU and ECMO services are transferring skills and equipment to hospitals where this capability is not present.
4. The Ministry/NASO and the northern region DHBs are of the view that there is a need for additional capacity dedicated to this service.

5. This procurement is seeking the supply of a dedicated service, based in Auckland, able to cater to the unique requirements for national and local IHT. It replaces a targeted procurement process undertaken by ADHB in April 2019 to maintain consistency of national contracting for rotary air ambulance services.
6. Although this contract is for a specific IHT service it is anticipated that the provider will engage with NRHL to maximise efficiencies and best patient outcomes.
