This Request for Proposals (RFP) is an invitation to suitably qualified suppliers to submit a proposal for the National Screening Solution contract opportunity. We are seeking a prime supplier to deliver a Commercial off the Shelf (COTS) solution to meet the requirements of the National Bowel Screening Programme (NBSP) and the National Cervical Screening Programme (NCSP), including providing ongoing operational management and support of the Solution. The contract will be for an initial term of five years, with five rights of renewal for two years each.
This RFP is the second stage of a two-stage competitive procurement process, and is limited to Respondents that were shortlisted following Stage 1: Registration of Interest.
The scope of this RFP differs from that stated in the initial Registration of Interest. As well as seeking a solution for the foundational requirement to support the NBSP, the Ministry is also seeking a Proposal to deliver a solution to support the NCSP.
While this procurement process is primarily seeking to implement the National Screening Solution for the NBSP and potentially the NCSP, it is important to note that the Ministry is also looking to ensure that the functional capabilities of the selected solution are extensible for future requirements of the collective Population Health Ecosystem. Therefore the Ministry views the National Screening Solution as a long-term, strategic solution, and, subject to further business case approval and subsequent funding, this Solution, and subsequent contract, may extend to other population register-dependent programmes.
We are seeking a provider who is capable of implementing the National Screening Solution within the scale and complexity of the New Zealand health sector, and integrating it with specialised health systems across New Zealand’s 20 District Health Boards (DHBs) and other health sector service providers. The selected supplier will be in a position to build a longstanding relationship with the Ministry and wider health sector stakeholders.
