The purpose of this Advance Notice is to inform potential respondents of an upcoming tender opportunity for the development of a two stage business case for the implementation of a single electronic health record.
The Minister of Health announced the Health Digital Work Programme 2020 at the Health Informatics conference in October 2015. A key component of this work programme is the single electronic health record and this procurement process is to establish the business case foundations for this.
The Ministry intends to release a Request for Proposal on the Government Electronic Tender System (GETS) on or about 22 August 2016. We expect that the deadline for responses for this tender will be 30 September 2016. In order to assist potential respondents in choosing whether to respond to this tender, the Ministry will place the following two pre-conditions on responding:
• Business Case Experience - The supplier must have evidence of having developed and delivered significant business cases for non-physical infrastructure over the value of $25M project value, utilising the Better Business Case framework or similar robust guidelines followed in other jurisdictions.
• Health Sector Experience - The supplier must have evidence of successfully delivering large scale significant Health Sector projects for non-physical infrastructure either in New Zealand or in an international setting.
Important: suppliers who do not satisfactorily meet these pre-conditions will have their proposal rejected as non-conforming. The Ministry advises suppliers to consider these preconditions carefully prior to responding to this Request for Proposal. The Ministry reserves the right to assess proposals against pre-conditions and decide whether or not the criteria have been sufficiently met.

Any information provided to the Ministry at this stage will not be considered. The Ministry will not, in general, enter into any communications before the publication of the RFP.
