The Healthy School Lunch programme (the Programme) managed by the Ministry of Education is currently delivered as a universal programme to approximately 25% of students in schools across New Zealand. Under the Programme all students within a participating school are eligible for a Ministry-funded school lunch.
Daily lunches are currently provided to approximately 240,000 students across 1,015 schools and kura via several different models.
The Ministry is undertaking market analysis and research on innovative approaches to deliver a cost efficient, scalable Healthy School Lunch programme that supports students experiencing food insecurity regardless of the school they attend, as well as:
- improving sustainability, such as exploring options for localised ingredient sourcing, production and delivery suitable for clusters of schools
- minimising the impact of weather or other events, in particular for small or isolated communities
- increasing flexibility through innovative funding mechanisms and delivery partnerships.
Through this RFI we are seeking information on options to support the delivery of lunch solutions targeting groups of students in schools, within regions around New Zealand.

The Ministry wishes to express our appreciation to all suppliers who have participated in our RFI process seeking information on innovations relating to the delivery of the Healthy School Lunch programme. In addition to the information provided in RFI responses and further discussions with some suppliers, the Ministry is currently undertaking four pilots with selected suppliers:
• Mammoth Brands – pilot of on-line ordering (Kindo) and different in-school distribution models with four Auckland and one Hamilton school (mix of primary, intermediate, and secondary)
• Freyberg High School – pilot of an internal model head school providing lunch ordering and distribution to four local schools under a needs-based approach. The schools are a mix of primary, intermediate, and secondary.
• Te Whare Kai - pilot of buffet style delivery under a needs-based approach to three schools. The schools are a mix of primary and intermediate.
• Foodstuffs – pilot of a model to support Te Aho o Te Kura Pounamu students to prepare simple lunches based on Programme menus at multiple Huinga Ako locations.
An additional school lunches pilot is being considered for roll out in early 2027.
