Overview:	As part of the government’s budget announcement for 2026, funding has been set aside to provide Writing Workbooks for learners in Years 4 and 5 (approximately 130,000 students), for the next four financial years (assuming funding is retained). These Workbooks will help learners build strong foundations in fluent writing. Designed for flexible use across different subjects, they will support learners to revisit key concepts and practise independently as their confidence develops. They will help lift achievement by giving all learners consistent, easy-to-use support that helps build writing stamina and reinforce key skills. This RFP relates to the purchase of Writing Workbooks for learners in Years 4 and 5, with accompanying Teacher Support Materials (TSM), that are aligned with the New Zealand Curriculum (NZC) via an open market RFP issued on the Government Electronic Tender System (GETS). We are aware that many of the current offerings in the market are not aligned to the NZC and this means that suitable Workbooks and TSM are not readily available “off the shelf” and will need to be created. Therefore, we will consider applications based on either a completed Workbook or a representative chapter and exercises – in this case persuasive writing. The Ministry is interested in physical Writing Workbooks, printed by either the respondent or by our print provider, that are support by TSM, either in electronic or physical format. If Workbooks are printed by the Successful Respondent, the Ministry is seeking resources that can be provided in quantities of 1,000, and delivered to our distributor, at an average cost of $30.00 or less per Workbook. As a result of this procurement, the Ministry will create a list of up to three (3) Writing Workbooks for each Year group (i.e. up to 6 Writing Workbooks) that schools can select from. No minimum commitment to purchase will be given by the Ministry. Ongoing purchases will be made during purchasing windows, with suppliers being asked to confirm that small numbers can be ordered. All physical items will be stored and distributed by the Ministry’s preferred supplier.

Funding has been allocated as part of the Government’s 2026 Budget to support students who require additional targeted teaching and age-appropriate resources to develop their reading and decoding skills. The procurement is for decodable text series aligned with the New Zealand Curriculum (NZC) and a phonics scope and sequence that supports a controlled, cumulative and sequenced progression in decoding. Resources should be engaging and age-appropriate and include a range of fiction and non-fiction topics, grammatically correct sentences, coherent and meaningful texts, and appropriate instructional design. Resources should complement existing Ministry literacy resources and cater for students whose reading and decoding level may differ from their actual school year. The Ministry is seeking resource sets for three learner groups: - Years 4–6 - Years 7–8 - Years 9–10 Resources may be offered in professionally printed, printable, downloadable and/or digital formats. For physical books, the initial purchase is expected to be based on school pre-orders, with the potential for subsequent purchases. Respondents should be able to supply smaller quantities where required. The Ministry is seeking an average cost of $30 or less per physical book. Following evaluation, the Ministry intends to establish a list of up to 10 resource sets for each learner group (up to 30 resource sets in total). Schools will be able to select one or more approved resource sets, subject to the value of their agreed budget. Inclusion on the list does not constitute a minimum commitment to purchase. The Ministry intends to have contracts in place early in 2027. Provision of resources to schools is expected to occur no later than the middle of Term 2, 2027. Overview:	Child protection and wellbeing require organisations, professionals, and communities across the children’s sector to work together to keep children and young people (under 18) safe from abuse, neglect, and harm. This includes recognising and responding to concerns, sharing relevant information appropriately, and collaborating across organisational and professional boundaries to support children’s safety, protection, and wellbeing. Recent reviews highlighted significant shortcomings in these areas, demonstrating the need to strengthen capability and practice across the system. In May 2022, six children's sector agencies commissioned Dame Karen Poutasi to undertake an independent review (the Review) into the children’s system. The Review examined how agencies and professionals identified, assessed, and responded to concerns about the safety and wellbeing of children, and identified opportunities to strengthen the wider children's system. The Review made 14 recommendations to improve the ability of professionals to recognise and respond to abuse and neglect, strengthen child protection practice, and better meet the needs of children and young people. The Government has accepted all recommendations arising from the Review. A key component of the Government's response is the implementation of mandatory child protection training to strengthen the capability of core children's workers to recognise, respond to, record, and report concerns about child abuse, neglect, and harm.
