At the start of school term 1, 2026, the Purchasing Agency introduced online administration functionality that allows teachers/kaiako to complete phonics check assessments of
students/ākonga as follows:
English medium (EM) ‘Phonics Check’ at 20 weeks and 40 weeks of schooling.
Māori medium (MM) ‘Hihira Weteoro’ at 20 weeks, 40 and 55 weeks of schooling.

The Purchasing Agency used an existing platform hosting the Progress and Consistency Tool and Te Waharoa Ararau (“the Judgment Platform”). Phonics check and Hihira Weteoro are now also hosted on the Judgment Platform.

This SOW covers the Provider services to deliver several enhancements/features to the Phonics and Hihira Weteoro tool which serve to make the tool easier to use and to extract data from.
