Future Schools and Kura Payroll Programme - options assessment

The New Zealand Ministry of Education (the Ministry) and Education Payroll Limited (EPL) are assessing options to update and/or replace part or all of the core payroll system. The term of the current agreement for payroll services is to June 2027 and we are exploring options to inform a Business Case as part of our Future Schools and Kura Payroll Programme. As part of this process, we are carrying out a high-level assessment of products and services in the market, with a focus on the level of configuration and/or customisation that may be necessary to meet our requirements. The needs of the education sector workforce are different to most other NZ organisations, and these are set out in the attached document (Market Engagement.pdf). If you believe that your solution would be able to deal with these differences, then we invite you to complete the following questionnaire. Please also attach or send through any other information that you think is relevant to inform our Business Case.

Please note that this information will not be released to anyone outside of the Future Schools and Kura Payroll Programme and the Treasury and is purely for the purpose of preparing and considering options under the Business Case. This is not a formal tender, nor will we be expecting that you must adhere to these costs and proposals if and when a formal tender is issued, or a quote requested.

We are not intending to meet with all potential suppliers at this stage. You may ask to meet with us (time permitting), but please note this will only be an option if you have completed and sent the questionnaire to us.
